They should start building a bike shed or such like and just leave it incomplete. Like the houses you used to see all over rural Greece (maybe still do) with a few bits of rebar sticking up in a corner of the roof to indicate the house isn't complete, because you don't pay the tax till the work's finished.

Mexico has previously hosted the World Cup, although there weren't as many countries in it then (1970, 16 countries; 1986, 24 countries). It would be difficult on short notice, but if Canada could handle a third of the matches and Mexico the remainder, it might be feasible. But they'd have to start contingency planning immediately, it's less than a year away. There's also the possibility that if FIFA pulled it from the U.S., Trump might retaliate, perhaps refuse to let the U.S. team participate, take action against the sponsors and advertisers, refuse to allow air traffic between Canada and Mexico to fly over U.S. airspace, economic sanctions against Canada and Mexico (1000% tariffs on poutine and tacos!). Who knows what this madman and his henchmen might do?

seems it’s mostly companies with existing projects rebranding them as new builds that will benefit
