Depends on the usage. It's generally understood that "smart" people can do very stupid things, and that people can be smart in one area but total idiots in another. I personally would not call him smart, but I'd acknowledge that he is 'smart' or even brilliant at being an effective conman, by intuitively reading the dumbness of others and playing to their weaknesses. Much like mediums and their cold-reading ability (I'm hearing an 'A'...) Not everyone has those abilities, it's a certain talent. Another independent observation that it seems like we're all in a Matrix-like simulation, and some programmer is futzing about, saying "What will those characters do if I program this crazy parameter in?"
