To me, it sounds like a Republican complaint about California especially. Apparently, when California implemented it, Republicans started losing even more badly there.
To poke at that a bit more generally - ranked choice voting is disadvantageous to extremist and polarizing candidates. Not much point into delving into the whys for this short poke. Given that the Republican Party relies ever more on extremist and polarizing candidates, their propagandists consistently badmouth it, despite it leading to outcomes that are pointedly more satisfactory and beneficial.
