When he's "joking" about what he wants, it's generally rather like "Russia, if you're listening" was. He's being completely serious about what he wants and is often trying to make it happen, but its very nature is that of a horrible joke. I feel like poking at "Quiet, piggy!" as another example of this in a notably different direction.

When he's saying things like "You could see there was blood coming out of her eyes, blood coming out of her wherever." on the other hand, that is not about what he wants and it seems much more like he's actually trying to insert humor into what he's saying... and it's plenty telling about what kind of man he is.
