Well if Carter had signed a bill giving massively lucrative government contracts to peanut farmers, people would have smelled a rat and, back in those days, it would have been the end of him politically at least. Nowadays Trump just lines his own pockets and his fans clap and cheer at what a financial genius he is for working out how to open the cookie jar and help himself.
