I don't think so. The discrepancy there is not because he's changed. His opinion about deserving it might well not even have changed. Rather, the situation has changed and he's simply acting in the way that he thinks is most likely to get him what he wants.

He wanted a dozen bombs to make the canal. Which by my sums would require 12 craters, 10miles wide, and probably put more dust into the atmosphere than the 1815 Tambora eruption.

I will not pretend to know all of what he wants, but the easy start to answering that is "To keep his job and power." At present, that rather seems to involve kowtowing to the MAGA part of the Republican Party that's been in control. Truth, patriotism, and principle be damned for most Republican politicians, because those things will just lead them to lose.
