This looks to be another logical fallacy. I don't think you could put together a case for Gravy doing this without having evidence to the contrary posted in response and defeating the premise.

Okay, there's something to work with. You already got it wrong.

The ideas in the Operation Northwoods memo were summarily REJECTED by the government, not CONCEIVED by them. It was Lyman Lemnitzer's idea. He was the Chairman of the Joint Chiefs of Staff, and as Loose Change mentions, he was later demoted.
