"Death panels" were supposed to be groups of bureaucratic administrators with no medical background arbitrarily deciding if people received medical care. They failed to mention that the US has had those for a long time, we just call them "insurance companies".

As always it's impossible to know with these people when they're actually ignorant and when they're just pandering to their stupid base.
 
I guess RFK's idea of dealing with pandemic is to chalk houses where the disdese with red crosses and "Lord Have Mercy Upon US' scrawled at the bottom and then have carts going down the streets with cries of "Bring Out Your Dead'.
