You're making it too complicated, what if the fire extinguisher didn't subdue him, and you got cut or killed? Or worse a loved one you had with you was hurt?
What if there was an electrical fire in his pacemaker? Jesus, is there no limit on things I can fret about?
If you're carrying a gun around just to be able to have the chance to shoot someone, you probably shouldn't be carrying. I don't know anyone who carries for that purpose, as a matter of fact, killing that person was the last thing the hero wanted to do today, he'll never forget the horror of it. But thank God he was there.

Maybe I misunderstood. Why was he carrying the gun if not so he'd be prepared to shoot someone? Was he hunting? Was it a fashion accessory? Traditional dress code?
I'm stymied by the idea that someone would carry a gun around without considering the why's and wherefore's. I carried for awhile. It wasn't an insignificant thing to do. You have the weight, the holster, the "oops, sorry, I didn't mean to flash my gun," all the various rules about where you can carry it and where not. I never thought it a casual thing to do.
Are you suggesting it's more like how I carry a pocketknife without much thought? Could be I've made a false assumption. But even with my pocketknife, I carry it because I think it might be useful to have - and it has been.
ETA: On a side note, these stories always sound to me like reasons why I should play the lottery, instead of reasons to buy insurance.
