Also, the NDAs wouldn't be enforceable at all in the context of illegal conduct.As his transition team, they would have been his private staff. But I doubt an NDA would be enforceable against a federal employee, although I understand federal contractors are routinely required to sign NDAs regarding proprietary information, secrets, etc.
