Yes, I saw this on page one. I also saw it four years ago, or something so utterly similar that there is no meaningful distinction. I'll humor you here, though.

This is code for increasing spending and anyone capable of punching a ballot will know that. But that aside, let's look closer:
Find and identify budget cuts. I presume you mean to reverse them? Or is finding them good enough?
What are the management problems you speak of? Surely managers will perform as long as they're paid, right? What do you mean by this?
I can only deduce that you claim here that more money must be spent on civil servants. This is a guaranteed loser.
BTW, why "if elected"? Surely you can identify those problems from your living room, can't you? Budgets are public record if you bother to get off your duff and get a copy.
2.) If elected I will create an atmosphere where economic development is expected rather than scoffed at.
Hopelessly vague. Why not say "good jobs at good wages" or "pro-family" or "for the children"? These are all trite, meaningless platitudes and they reek of bullsh*t.
What would you do to foster economic growth? Or are you more concerned about the way it's perceived, without actually doing something to bring it about?
Don't tell me, let me guess: your ridiculously xenophobic "self-sufficiency" plan, right?
3.) And if elected, I promise to pose as a unifying factor toward all of our board controlled entities, seeing to it that each one works more closely with or in conjunction with the other.
What does this mean? You've already established that you think:
1. Mismanagement is a real problem, so managers are a problem, and
2. The current people in power - i.e., managers and the like - scoff at economic development.
So why would anyone want to work with someone like you, who has just insulted them twice?
All of these leading to my ultimate goal of influencing by example those communities around Muenster. Not only do I want Muenster be adopt those better ways that will lead to better days for its citizens...
Had to get that loser line in there, didn't you? You'll influence people, but not in the way you've deluded yourself into believing.
...but I want us to become THE example of the way local government can truly serve its population.
How about just keeping the roads patched and such? No one is going to vote for you in hopes of becoming a paragon of your silly little utopia.
I have also detailed some issue specific statements upon several of the projects or problems currently facing our town. In fact, I have developed stances on almost ALL of the 'items' that presently face Muenster's cizitens, and I'd be happy to address any specific questions you may have.
List them, and I'll let you know what issues are probably important.
