See those numbers in front of the definitions? That means they are different ones. It does not mean it is all these things at once, but is one of them, according to context.
In this case the first definition is the common usage and the definition of its general, informal and non-technical usage.
Always remember, dictionaries do NOT tell what what a word 'means'. They only give you the definitions. The limits as it were. To know what a word means, one must look at the presumptions upon which the definition relies, and the ramifications or result. Tis gives you a clearer idea of the meaning of a word. Dictionaries only give definitions. Definitions are not meanings any more than a fence is the field.
It doesn't impact your efforts, if you can read and deduce using contextual clues. That will allow you to choose which definition is being pointed to in the statues.
