“I have recently learned that the Ethics Committee is reviewing an inquiry regarding my discussion of surrogacy with two previous female subordinates, making each feel uncomfortable,” Franks said. “I deeply regret that my discussion of this option and process in the workplace caused distress.”

Rather than allowing “a sensationalized trial by media damage those things I love most,” he said he had notified House leadership he would resign effective Jan. 31.

Kudos to the Speaker and others in House Leadership for acting so quickly.
 
Notable that when it is in the House (and not the Senate) no one gives a ****.

It's just a matter of numbers. (1 out of 435 doesn't really mean much compared to 1 out of 100.)
 
After reading up on this...it seems his wife and he have had trouble conceiving a child; they went the surrogacy route.

He discussed this with some staffers.
The discussion made them "uncomfortable."

It must've been more than just "We've been trying to have kids and we've had a few miscarriages, so we went the surrogacy route" because that statement there (just sticking to the facts) isn't that inflammatory nor offensive.

One has to wonder what the real conversations were about.

I believe he asked the staffers whether they were willing to serve as his surrogates.

Apparently he was asking staffers to BE the surrogate.

It serious enough that after he spoke to Paul Ryan about it, Ryan immediately demanded Franks resign. Ryan hasn't even demanded Blake Farenthold resign despite there being a settlement paid out in his case. The only other person Ryan has treated that coldly is Roy Moore. I have a feeling there are more layers to the onion in this story.

Of course Ryan asked him to resign, inability to conceive is not to be tolerated. Now if he had slept with a 15 year old, then he'd be running for Senate.

You would hope that just asking someone to be a surrogate wouldn't be an issue and that there has to be more to it.

Then again people are crazy so maybe this is a huge overreaction?

Is that bad?

Of course, it depends on how he asked.
"Ya know (name), this might sound odd, but, would you consider being a surrogate for my wife and me?"

Is that bad?

Kind of, yeah. There are professional, discreet services for this kind of thing. Eschewing them in favor of asking an employee to carry your baby for you is a pretty dumb move. It introduces all kinds of awkwardness and conflicts into what should be a fairly straightforward professional relationship.

I tend to agree. I can't imagine it to a simple admission that he and his wife were facing difficulties having a child and do they know a quality individual who would be willing to be a surrogate.

I have to admit, I don't think I want to know what he did. I'm getting a little tired of the sleazy stories about my fellow man. I've always known guys were dogs, but most of these stories seem pathetic and makes me want a shower.

You are correct.

The sources said Franks approached two female staffers about acting as a potential surrogate for him and his wife, who has struggled with fertility issues for years. But the aides were concerned that Franks was asking to have sexual relations with them. It was not clear to the women whether he was asking about impregnating the women through sexual intercourse or in vitro fertilization. Franks opposes abortion rights as well as procedures that discard embryos.

A former staffer also alleged that Franks tried to persuade a female aide that they were in love by having her read an article that described how a person knows they’re in love with someone, the sources said. One woman believed she was the subject of retribution after rebuffing Franks. While she enjoyed access to the congressman before the incident, that access was revoked afterward, she told Republican leaders.
