• "Obama is 1.5 times as secretive as Bush"
• "Obama is 150% as secretive as Bush"
• "Obama is 0.5 times (or "half again") more secretive than Bush", or
• "Obama is 50% more secretive than Bush."

The claim you actually made would require a ratio of 118,488/47,395.
