Though the phrase "Sigilborne/Sigilbourne" actually means "carried by a sigil/symbol". Not knowing the difference (i.e. lacking knowledge of what you were supposed to have learned in your language arts/English class) could certainly cause some uproarious occurences including potential death and dismemberment or arrest.
Without reading further (I would tend to trust in a .44 mag pistol or .308 rifle with the tips of the bullets cross cut/drilled and silver inlaid) I suspect low level intelligence in all those involved in this case on the non-police end.

Oh, Sigil summoned or Sigil brought would seem more likely BUT possibly, by Sigilborne, they mean the sigil they draw apparates a wolf spirit into the directed body (not bad for an amateur, eh!!

Still, with such priceless constructions as "'Kniaz a werwolf!' I ejaculated. and Ghoulism bears a somewhat closer resemblance than vampirism to lycanthropy., the work makes for a fun, tongue-in-cheek afternoon's reading.

Joking aside (for a moment), the police often classify any kind of cutting with a knife to be a "stabbing", and the media report it this way because it makes for a more dramatic headline.
To most of us, a "stabbing" is when a blade penetrates the fatty tissue and/or muscle of the flesh, whereas "cutting" is limited to the outer skin.
I think that the latter is what took place here. Had the man been "stabbed", ie penetrated to the muscle, 300 times, he probably would not have survived. Being "cut" across the epidermis is not as serious an injury.
Cutting is also a known and documented consensual practice in kinky subculture. Stabbing is not.
Keeping these distinctions in mind helps clarify the somewhat muddled article linked in the OP.

And gives a good idea of the state of 'knowledge' regarding such things before Hollywood got their hands on it.

Just as an FYI it wasn't until the 1930's that the werewolf myth included the silver bullet. Before that point werewolves could be killed any old way.
You mean John Landis got it right in the finale of "An American Werewolf in London"...

Ah, a common enough misunderstanding. I am a wolfman...not a werewolf. Wolfmen are in a permanent state of being half-man, half-wolf...we don't transform; werewolves switch back and forth between the two states based on lunar cycles.
