Most likely, they were stopped because they look just like the robbers. They probably knew they were caught, and didn't want to go to jail. So then you get the fight with the cop. <snip>
Okay, you think it's possible this was a justifiable shooting. I have a relative who is an NYPD detective and a member of a homicide squad for about eight years. They don't say justifiable, they'd call it a "good shooting." ETA - Just to clarify: they'd call it a good shooting if they thought it was justifiable. In this case that's a big "if."
It's not just powder burns. I don't know how the crime scene was processed but blood drops and the location of shell casings are usually incontrovertible evidence as to the procession of events.
