Cuomo just called it an act of terrorism. "A bomb exploding in New York is obviously an act of terrorism." DiBlasio's office has been saying the same thing for several hours.... but they're careful to say that they don't know if it's domestic or international terrorism and that, as Cuomo pointed out, no group has claimed responsibility.

Read into it what you will....

Maybe. Maybe not. The two claims that the bomb may have been Islamic terrorism and that the culprit was born in the USA are not mutually exclusive.

It's also NYC. They have a rather active, er, fraternal order of Sicilian businessmen, who have been known to bomb things. They also have assorted nuts.

I think the thing about calling it "terrorist" is that they have no claims from anyone and the bomb wasn't placed where it would do maximum damage or harm, but inside a metal dumpster. It could well be a terrorist act in "the gang that couldn't shoot straight" mode of an incompetent or inexperienced cell, or it could be a lone nut with a grudge against a building on that corner, or just someone who wanted to see if he/she could really make a working bomb.

Until they know, it's all just speculation.

The one pictured does look like the small dumpsters used in Manhattan where commercial establishments have private garbage collection. The initials BIC on the dumpster stand for Business Integrity Commission which is a city agency that works to improve the performance and reliability of private waste collection in the city. (It was controlled by organized crime for decades.) That looks like one of the green dumpsters they make available to small business so they don't stack garbage along the curb. I think they are steel though. The trucks use hooks, cable and a winch to pull them up and dump them into the truck's hopper.

Is it something one person can move around? 'Cause if it is it's not what I think of as a "dumpster". It's what I would think of as a curbside pick-up trash bin. Even if they use a truck to pick it up and dump it.

I have three that the city has for me to leave by the roadside on pick-up days, one for garbage, one for recyclables, and one for yard waste. I have to pull 'em up the driveway, and then a truck comes by with a rig to pick 'em up and dump 'em, but they aren't what comes to mind when someone says "dumpster".

If you put enough explosive into one of those critters to have it explode and throw shrapnel around a crowd of people you're going to have more than a few dozen cuts and bruises.

What that picture looks like is more like what kids did to trash bins back in the early 60s, when M-80s were still the real thing. (The army used 'em for training. 3 grams of flash powder.) Get three or four of 'em to go off at once and the results would be similar to that photo. One was sufficient to blow the seams out of a Wheeling Steel corrugated steel trash can and send the lid about fifteen or twenty ft. into the air. (Don't ask me how I know this. )

Putting that in a dumpster actually reduces the energy of your projectiles as they have to rip through the dumpster and the dumpster redirects the explosive force to its weakest point (the cover). From the looks of the damage to the dumpster it looks like it was just outside of it.

Smokeless or black powder produce volumes of white smoke when they're ignited in quantity - true HE when detonated produces black smoke.
