I find no conclusive evidence within this speculative work to conclusively debunk 9/11 voice morphing questions.

Its a good place to start. As for it not being written for laymen, of course it wasn't. Reports are written for professionals to read and take action on the relevant parts. What would be the point in writing a dumbed down version when that essentially what the media has already done?
Many of the subjects involved are highly technical and likely might as well be in greek to many people. The mistake not to make is thinking just because you do not understand it, that it likely to be wrong.

I believe I can answer almost all of your questions with respect to the interactions between th CIA and FBI prior to 9/11 in the Joint Inquiry Report, 9/11 Commission report or the DOJ IG report.

It is not debunked. No one has shown that cell phone calls can be made reliably from passenger jets at cruising altitude. It is a simple experiment. I have tried calling on over 10 flights now, and have never been able to connect once the plane has leveled. I use Verizon, which has good nationwide coverage. Plus the technology has advanced since 2001. You can check experiments on YT. Experimental evidence is the basis of knowledge.
The call to Kent Gibson was an excellent idea, and well done. He is an expert yet said he could not voice morph on the spot, working at his studio. So you have made me more skeptical of the VM hypothesis.
However, Kent indicated that with time, he could fool at least one mother. Let's keep in mind that Kent does not have unlimited funds, years to prepare, a large staff, and the latest super computers. But you-know-who does. So we cannot completely rule VM out.

Technology has changed since 911 but says nothing as to whether or not it would improve air to ground reception since then since such calls are not permitted on commercial flights.

However since they are talking about allowing in flight use it would seem very strange that it was felt that they had to be banned inflight if the didn't work

And of course unless you are a truther 911 proves in fact that they do work!

I do know you can get a signal in the air as I once left mine on in error around 2000 and it showed a good signal before i switched it off. And the planes fuselage does not stop transmissions as they allow use of them once you are on the ground even in the US and in the air in other countries.

I think the burden is on YOU to prove they did not and could not have worked rather than vice versa when it seems probable that they would and did.

Make sure your tests are as what happened on 9/11 . Where the planes were below 25,000 feet and as often as low as 10,000 feet.

When analysing your results, please consider the fact that mobile phone networks these days are normally digital rather than analogue, and that, as mobile phone mast density increases, the range of mobile phones is deliberately decreased in order to reduce conflict between next-nearest-neighbour cells. Consider, also, that range will be greatest in areas where the concentration of cellphone masts is lowest, for the exact same reason. Ken Dewdney's investigation neglected to consider these very basic features of mobile phone networks, despite the fact that he's supposedly an able scientist, and as a result is an embarrassment.
