Well, one burning is fuel to the fire of an ongoing "international" problem. While multiple burnings in Texas would be local and probably US news, they are not much concern internationally because they don't involve the same repercussions. Just like burning exclusively black churches picked up more headlines in the US than the average church burning because it was part of a larger problem, but not international.
