I think you've misinterpreted that. The article you cited says:
The group says the number of unreported executions is even higher in politically motivated cases.
which is ambiguously stated. I read "number" there to mean "percentage", not absolute numbers. The CNN article is poor on numbers, but gives the impression the number of Kurds executed is single-digit, which obviously is not "most of the executed".
The original press release of the ICHRI is
here, and bears that out. It mentions two Kurdish political prisoner having been executed in May 2010, one in January 2011 and another 15 on death row. The penultimate paragraph has a link about "hundreds of executions" which is about drug traffickers. It seems that mainly, Iran has taken up a very serious "war on drugs".
Numbers aside: persecution and execution of political opponents is soooo very wrong, and it doesn't matter whether it's one or 100.
And in general, yes, I am against the death penalty, whether it be drug traffickers, murderers, rapists or whatever criminals.

Yep, China is the
number one of all countries executing people. Most of them are "dissidents", of course - coincidence?
I clicked on the "per capita", and was about to make a snarky remark how evil the Bahamas and Singapore are - but I don't quite trust those numbers. In absolute numbers, China tops Iran by a factor of 1.5, and in per capita numbers, Iran tops China by a factor of 1.25. However, in population numbers China tops Iran by factor of roughly 10, so this doesn't quite add (eh, multiply) up.
(leaving aside the issue that these numbers are largely under-reported).
