Yes. If only because the Jews as a people, with the rare exceptions of their time in Islamic Spain and modern America, have been persecuted everywhere in the world they've settled. Sadly, the creation of Israel hasn't freed them from the tyranny of hatred and violence against them but at least they now have some means of defending themselves while they had none when they were third-class citizens in other people's countries.
For starters the Neturei Karta Jews are a very small segment of the Haredi, a conservative religious sect. To say that you're not anti-Semitic simply because you agree with the opinion of an incredibly small minority of religious extremists who routinely support other religious extremists, some of whom sponsor and condone terrorism against Jews, is ridiculous.
Secondly, the Neturei Karta Jews are opposed to the state of Israel because they believe that the true Israel can only be created by the coming of the Messiah and thus the "man-made" Israel must be a tool of the devil since they believe that the Messiah can't return while the Jews have a Middle Eastern state.
Thirdly, the vast majority of Neturei Karta Jews do not protest the state of Israel, they simply refuse to acknowledge it because they feel that it is an illegimate creation of man. It appears that there are a few thousand of them worldwide with only about a hundred of them functioning as full-time anti-Zionist activists.
No, Israel was not created for the Haredi, who already opposed it. Israel was originally created as a secular homeland for relatively non-religious Jews seeking refuge from the virulent and violent anti-Semitism spreading across Europe.
