Mayors of big cities do not decide one day to engage in permit inspections. They have workers who do this. People who are experts in the permit process.

By the look of things, this is about as absurd as demanding that office workers wear hard hats, gloves, and safety glasses any time that they work with paper documents, which seems to be in line with what your argument against JayUtah involves. Unless I'm missing something, the permit inspection in question would normally be, in short, inspecting that they have the necessary permit and that the permits are valid. That's well within the authority of a relevant city official, which the mayor certainly would be. That's different than doing the inspection that would grant the permit in the first place, which is what you seem to be trying to argue that the mayor cannot possibly be qualified to do.They have no authority to actually engage in building inspection. I rather suspect that if the mayor thinks the inspectors are not doing their job sufficiently he might very well have the authority to inspect their work.Ok, he has no authority to inspect a building period. Mayors do not do that, especially in big cities like Newark. They do not suddenly take over the work that has been regularly delegated to lower level employees.
