That's an arbitrary choice in order to norm the scale in order to compare scores as the population data shifts. We scale the population data to a new distribution with a mean arbitrarily set to 100 and varying according to a standard deviation arbitrarily 15. Even though those values are arbitrarily chosen, it does not then follow that any number you choose to come up with is meaningful according to that scale. As has been exhaustively shown, your claimed values are meaningless and impossible. If you say your boiling point is 100º and your melting point is 99º then we can use the property of water to infer what other values on the scale might mean. But yes, we need more than just a single fixed point. If someone says he can hold in his hand an object whose temperature is 50,000º on your scale, then our inference from your calibration points and the nature of water suggests that this claim is impossible.I just made up a temperature scale where the boiling point of water is 100 degrees.
