Actually, they have the power, but a vital part of that congress is in the Trump cult so it won't.

What could they do even if the Senate cooperated? According to The Hill

But exactly what are those powers? And they use the word "influence" not change or determine.
 
Congress (both houses) can change the law so that a President would not be able to fire an agency IG unilaterally.

Obviously there's a whole other discussion about whether they would, but they absolutely can do it (assuming it was signed or the veto overridden).

They could try. You know Trump would just veto it which would then require it being overruled by 2/3rds of both houses. Ain't gonna happen.
