Read that report in the Graun and I was very annoyed with the paper calling them trade deals. Those memoranda of understanding are, in effect, meaningless as international treaties and trade deals are a federal government competency in the US. No individual state can sign a legally binding deal with a foreign country.
If I remember correctly Ireland has had similar memoranda with all fifty states for a number of years now, and while useful for individual companies, they're only a small part of the IDA's strategy.
