There are many places (universities and military bases come to mind) where you're legally obligated to yield to pedestrians in a crosswalk whether there's a light involved or not. Consider the lightless crosswalk a yield sign; that's essentially what it means.Okay, you're right. My point was, when the light is green for the traffic, the traffic goes and the pedestrians are supposed to stay out of the way. Drivers are not supposed to stop in order to allow pedestrians to start crossing the street against the signal.
Is this really so complicated?
Christ, at universities people will frequently walk into traffic without ever looking. It's not quite as bad here on base, though I've seen it before.
