A friend of a friend of my great aunt Suzie forwarded a forwarded message warning that there are pictures of BOOBIEZ on the internet, which cause all our young men to lust in their hearts and become gay. Or something. It must be removed immediately!

You use a search algorithm akin to Google. Whenever a target appears, send a takedown notice, followed shortly thereafter by a DOS attack and criminal charges. You might not get it all, but you could put it in the kiddie porn category.

Oh, and for laughs, have a few high profile arrests, plus jail, plus outrageous fines applied to the most otherwise innocent person you can find. For the newsy factor. Nothing gets attention like "14-year-old Girl Prosecuted for Terrorism for Downloading the Anarchist's Cookbook"

It's a start, but we can do much more. We already have the technology to monitor internet traffic for terrorist activity etc. All we need to do is extend that to include objectionable material and block it in real time. Of course this means that any encrypted information is suspect, so anything that can't be decrypted should be blocked automatically.

Another thing that could easily be implemented is the blocking of offending URLs and IP addresses. Domain names should be vetted before allocation, and websites monitored continuously for infringements. Unauthorized peer-to-peer connections should also be forbidden. ISPs would be required to cooperate in ensuring the integrity of this system.

Nobody (not even pedophiles or terrorists) should be prosecuted for merely downloading a few files. What should be aggressively prosecuted is anybody uploading those files. Downloading occurs automatically by simply viewing a web page or getting email, but uploading requires conscious effort. The originators of objectionable material should be hunted down and brought to justice, but casual downloaders should be let off provided that they don't make use of it.

Many people already run add blockers and 'safe browsing' filters. I propose that the same technology be used to block objectionable material. These filters should be installed on all devices by default, and made freely available for installation on existing systems (perhaps combined with antivirus software to help clean up malware). In cases of 'accidental' possession of illegal files, showing that you are using an approved filter could give immunity against prosecution, while deliberately disabling it would be an offense.

We could also consider licensing Internet-enabled devices and connecting them strongly to a particular user to help eliminate anonymity, or at least allow for a legal means to penetrate anonymity.
 
Take the file, rename it, pass the word around. If the censors catch on, do it again. I know of one very large history site that had certain documents tucked away in a quiet corner at the request of party or parties on in the US.

From her press release:
“The arrests of two women in New York accused of plotting to carry out bombings remind us that the threat of terrorism inside the United States endures. We must remain vigilant against these types of attacks and place a high priority on tracking and interdicting such plots.

“I am particularly struck that the alleged bombers made use of online bombmaking guides like the Anarchist Cookbook and Inspire Magazine. These documents are not, in my view, protected by the First Amendment and should be removed from the Internet.

And it occurs to me that Feinstein could probably find hard copies of that book in any book store near the UC-Berkeley campus in her back yard.

Jesus, the Anarchist Cookbook was something teenagers spoke of in whispers back when I was a teenager in the early eighties.
Half of everything in it was crap and the other half was absurd crap.

I'm more than half convinced, given the utter hilarity of many "recipes" and the lack of cogent intellectual structure. Creepy treehouse built by the FBI or CIA.
 
And just to prove the stundie-worthiness of Mrs. Feinstein last night I found a copy of it, and a copy of a random issue of Inspire using a bare minimum of googled letters. I then posted them on a blog I haven't updated since 2009.

Then I went looking for another copy of the Liberator files but fell asleep. I'll try again later.
