Let me say this clearer...

I personally think the DHS is going to operate under the original wording of the report and lump all conservatives in with white supremacists, and militants, even though the wording of the report was changed...

I assumed that the people who work there are sane and extrapolated their likely behavior from that premise.

Actually judging by the way DHS has acted since it's inception, I would figure the people running it are either total buffoons, or possess some kind of mental defecit...

I arrived at my conclusion by assuming they said what they meant to say, but then erased it when they realized it would sound really bad and could be interpreted (correctly, possibly) as lumping all conservatives with white-supremacists, militants, and extremists, but still they meant what they originally wrote.

So, in your version of reality they told everyone about their evil nefarious plans in the hope that no-one would notice. Then, when they realised that not everyone in the world would misinterpret them as saying something completely innocuous, the cover-up began.

These master-criminals ... they always make one little slip that gives them away, don't they? It's like Larry Silverstein saying: "Pull". Obviously he meant to confess to blowing up WTC7, but when he realized that people understood him as confessing to blowing up WTC7, the hasty backpedaling began.

Yes, they slapped their foreheads and said ... ooh, damn, in that report it took us a year to produce, we accidentally let slip that we're going to arrest everyone right-of-center as terrorists ... why didn't anyone proof-read it?

Let's put it this way. Let's say the government does something that contradicts your preconceived notions. In that case, maybe it was all a joke. On the other hand, let's say that the government does something that superficially supports your ignorant and unsubstantiated paranoid delusions. In that case, maybe they really are plotting against us all.
