Whenever you see a white-passing person being called a "DEI hire" it is probably because they have some other characteristic which organizational bureaucrats are trying to measure for the sake of the "D" in DEI, such as being raised in a Spanish-speaking household, or in a foreign country, or both. The perception that candidates are being given an equitable boost in such circumstances is partially why folks who use "DEI hire" as an insult are upset, because they feel there is no way for them do the same.

Right now, we're trying to game out whether it would be a good use of time for my youngest to participate in more activities with the Delaware or the Cherokee tribe (membership is complicated and not worth explaining here) for the sake of bumping up his chances with highly selective colleges back east. American case law doesn't really let those colleges take ancestry into account, but it sort of does if you're writing about personal experiences.

Eventually "Hispanics" did seem to come around to DEI. The incentives were probably too strong not to.

LULAC asserted that Hispanics properly fell into the "white" category of the dichotomous black-white construction of race.[4]: 31  In 1936 the league "engaged in a series of lobbying activities as soon as it [the USCB] perceived that Mexican Americans would be categorized as part of a group of dark-skinned minorities."[4]: 32  They lobbied to demonstrate that Hispanic, Latino and Mexican American were not racial classifications, but cultural groups who were racially diverse, sharing a common ethnolinguistic ancestry.

LULAC is a special interest group and does not represent the views of American Hispanics generally any more than Stonewall represents the consensus amongst UK lesbians. That said, much of what they do is pretty mainstream and unobjectionable.
