Well, he's pulling the same thing we see over and over, here as well, most especially on the far right, which is to require complete exactitude. Sure, he said it wasn't a pandemic and it wasn't a vaccine, and it wasn't so bad, and it wasn't this and it wasn't that, and whatever words and phrases synonymous with "hoax" he used, but if he didn't use the precise word "hoax," then he can stand up in righteous indignation and say "I never said it was a hoax." And there's a good likelihood that, since he knew from the start that he was slinging it and lying, he was careful to avoid that one word, knowing that he'd have that out when he was caught.
