Clearly the IG has more information than the DOJ at this point because the IG has already investigated, and the DOJ has not.
I did not realize that 16.5 was quoting the IG spokesperson. I knew that 16.5 was not providing an accurate account of what the DoJ stated.
And yes, 16.5's misattribution certainly changed the meaning. Claiming that something was said by the DoJ when it was merely said by a spokesperson for the Inspectors General changes the import of what was said.
