You quoted part of her sentence, and I quoted the whole thing, but I am cherry picking.
The "suggestion" is no more than an attempt to help you understand that the sentence simply connotes the idea that email was not the sole means of communications.
Uh huh, the cover letter to the stack of emails that they finally printed out and sent to the state department was telling the State Department that Hillary sometimes used the phone.
