It seems likely the speaker isn't going to allow it because its simply presenting the same thing to the house again.

It would satisfy the legal requirement for Parliament to approve the terms of withdrawal from the EU. It now looks like this will have to be done as part of the Withdrawal Agreement Bill, which probably means a lot more amendments to consider.

We'll find out more later today when the speaker gives his decision and also when the government publishes it's draft WAB.

The thing is that it's never been about the economic health of the country, regaining sovereignty, having control over immigration or any of the other canards put forward by the Leave campaign.

For the architects of Brexit it's about making money from the post-Brexit disruption.

For the Tories, it's about the Conservative Party.

Given that failing to get a better trade deal with India doesn't affect either of those two groups, there was no need for Theresa May to sit down and have any kind of think.

But Parliament passed a motion on Saturday saying it isn't approved until the legislation is seen and passed.

He has in fact delegated the job to a "senior diplomat", and is therefore in contravention of the statute.
