The BBC isn't an ad-funded service. Go to https://www.bbc.com/ and point out the ads that aren't for other BBC content. There aren't any. The BBC is, ultimately, taxpayer-funded.

The BBC operates on a fundamentally different model from the American sources that you cite here, largely because the repeal of the Fairness Doctrine by Reagan in 1987 killed public-interest broadcasting and turned American news reporting into a for-profit corporate venture. That never happened to the BBC. There's no comparison.

Much more choice and viewing behaviour has changed for many people. And the BBC has had one hand tied behind its back in regards to the media landscape rapidly and fundamentally changing as they were forced by government to drastically cut back on their online content because of lobbying by commercial interests back at the start of the millennium.
