You do not need a security clearance to eat at one of the many restaurants in the Pentagon.
You do need to go through a security checkpoint, but an in depth background check (and a sponsor) is all that's needed to be badged for Pentagon access.
Also, someone with Escort priviledges can escort non-badged visitors.
In my non-military lingo getting a security pass badge = sercurity clearance. It doesn't mean you are allowed to read top secrect documents about ETEBs visiting the President.
