Not Declared? Not necessary. They've already taken in Hamas as a valued proxy particularly in light of the rapid decline of the Palestinian authority and the existing power vacuum that existed thereafter. Iran has since increased its funding of the group as is confirmed by Al-Hayat:

You're not the only one... The entire conflict is a quagmire and ironically the last thing Iran and Hamas will ever consider is how the Palestinian people will fair. It all just seems too politically enticing for them. I guess despite all of their criticism of Israel's policies, the means of attaining their objectives don't matter so long as the end result is met. They could care less about the reality of the situation which is the Palestinian suffering from their own exploitation of the conflict.
