Article II says that each state must appoint electors, the number of which must equal the sum of the Reps and Senators apportioned to that state. The appointment process is left up to each state legislature -- so far, so good, I suppose. But I don't see that the electors, having been duly appointed, need to turn in a tally sheet that isn't all zeros. Wouldn't this be equivalent to voting "present" to fulfill Article II, without actually contributing anything for Congress to count?
