Yet a $10,000 fine is outrageous!! Especially if you've never been convicted of a crime!!

Of course, it could have been a bluff. No one at all has yet received a judgement against him for $10,000.

No. Those administrative procedures drag on for years. Not bluffs. Once they escort him out they would have a bunch of paperwork to do.
