Believe it or not, this sort of claim has been made before. A male athlete from Zimbabwe was caught posing as a woman to gain a competitive advantage and his excuse was that "a witch doctor did it."
 
I feel like 0.9 Timecubes (according to the Wonkette link) is overstating it, but the last minute of the video (yes, I sat through the whole thing) cranks it up to probably about 0.5

The problem is, once the bet is set, what in the world do you think icebear would accept as conclusive evidence. It is obvious that he/she/it is quite capable of handwaving away reality.

Thats the point of my badgering: frame this as a bet so we can see what proof would trigger a payout.

My guess is that there is nothing that would satisfy if he really believes witch doctors can change the fun bits without getting the shoulders right. They are both miraculous and inept?

I honestly find it disheartening that there are still conspiracy theories out there that actually believe the majority cares enough about somebody being gay, having different skin colour, undergoing gender reassignment, etc. to base their judgement upon those trivial matters over the substance and actions of their moral and ethical beliefs or actions.
You can read those sort of theories about Hitler. Guess what? If he was gay, a Jew, or liked to wear stockings or suspenders those are not the reasons I hate Hitler. If Michelle Obama used to be Mike, that is not what I judge her by or like her for. It matters not a jot.
