Shooter at DC Shipyard

If multiple shooters – this is really a question to the US citizens here: I’m sure it would be easy for the officials to identify the deceased shooter. Could they afterwards use the NSA to find out who he’s been communicating with to find out who the other shooters were? Would this classify as a terrorist attack and warrant NSA involvement?
It depends upon how the shooter was communicating. If face to face then eye or ear witnesses will be needed. If using a phone, then a warrant issued to the phone company will probably be sufficient. No NSA needed.

Until the shooter motive is revealed, we won't know if this is a terrorist attack.

A complication is that the Naval Shipyard was really a shipyard in the 19th century. Since WWII it has hosted multiple secret (uhhh, high security) facilities. While this wouldn't normally affect the sort of crimes there, there is a high security presence in the area. This no doubt will raise the voodoo factor that the CT depend upon.

Yeah I got that part. To my knowledge that was a terrorist attack, and I wasn’t sure if these latest events were considered that also.

But regardless..

Apparently 12 dead now. Police are looking for 2 other people. Not saying they were shooters but the police want to find these 2 people.

ETA: 8 dead, 16 wounded.

ETA2: Shooter(s) may have used stolen ID card to gain access.

ETA3: Now 12 dead is being reported again.

As already noted the "Washington Navy Yard" is a historical name, the establishment hasn't served in capacity as a Naval Yard since the mid-late 1800s. It was used as ammunition depot during WWII and is now mostly office and administrative commands. The Chief of Naval Operations (the Navy's senior most officer) works there, and the headquarters for the Navy JAG (Judge Advocate Corp, essentially the Navy's legal arm), the Office of Naval Reactors, and the Military Sealift Command, among others.

The actual building involved in the shooting is the headquarters for NAVSEA (Naval Sea Systems Command) the largest of the Navy's System Commands (The others being Air, Space, Supply, and Facilities). NAVSEA is responsible for overall ship design, engineering, building, and support so as one can image is a pretty major part of the Navy.

The Washington Navy Yard is a very high security compound. Cellular phones cannot be carried in all or part of most of its buildings and the carrying of civilian weaponry is strictly prohibited, precluded the possibility of this being a mass case of self defense as suggested.

My friends got married at that exact spot several years ago. I have a picture of the boat at dock that shows on Google maps.
 
I was in the Army on active duty for 4 years and never carried my rifle on post.
I didn't even have a weapon when serving gate guard duty. I would only have been issued the rifle or the M-60 if I were going to be training with it that day. And I still wouldn't have had ammunition until I got to the training area.

My military weapons were locked in the arms room under control of the armorer(s).

I would have had to retrieve a personal weapon to "shoot back", which would have taken too long and really wouldn't have worked anyway, as I could never have brought it on post once any shooting broke out.
