Compulsory, unpaid labor is slavery. Where dictionary definitions involve commerce in people, they are imprecise; the Soviet Union used slave labor and labor camp inmates were not sold. You "control" someone's labor if you can force (there's the compulsory part) them to do what you want (like pose as "students" in your make-work program for dues-paying members of the NEA/AFT/AFSCME cartel).
