CNN is now backtracking on the arrest. No arrest and no name, apparently. Oops!

Perhaps they're undercover cops? As far as I know, the finish line is a hot spot for pickpockets, so having elements in the crowd doesn't sound like a bad plan for the BPD.
 
I take it back, there are 4 guys in the IMGUR images, two in black, one in shiny blue and the guy with the beard in a different blue.

How funny. Now it makes sense. DaBomb was probably something the guy who owns the image put there as a joke, maybe it's even his lady. And the guy standing next to her isn't one of the suspects after all, it may even be a woman.

Except that isn't the only image and they lose the bags later. One of them also looks like the injured guy fleeing the scene.

I will mention there are other reasons one guy would run while no one else did.

Haven't looked at all the images yet, but if that's the case, I would agree that they are most likely not under cover police.
 
FBI basically told media to knock it the **** off with your babbling trying to scoop each other because you're screwing with the investigation.

Maybe. In a dense standing crowd like this people will tend to remove their backpacks and shoulder bags and place them on the ground at their feet. That possibility is concealed from view in these images.
