Your nit-picking is immaterial. By your reasoning, the U.S. congress would be hostage to the vagaries of foreign street punks. They could not have brought Galloway over to answer their questions. They would have to understand the vagaries of the street punk mind so well that they would know that doing so would make a hero of Galloway. And avoiding making a hero of Galloway would have to be their primary consideration, rather than fact-finding.
