Given his number? It's a simple radio conversation with dispatch to get the number. They have that kind of information for each and every building in NYC.

It is standard practice for our police service to contact ASAP nominated phone contact/owners representative for crimes involving commercial and industrial buildings. (NSW State Police - policing is at state level for all Australian jurisdictions {State or Territory for the pedants :)} ) They maintain an index for quick contacts. Same story for domestic buildings only it takes a bit longer.

Only truthers/trolls can ignore the reality of what is SOP out in the real world. :(

As if the insurers were too stupid to use anything they could againt Silverstein in order to avoid paying out.
