Seeing as it's Berkeley I'll go out on a limb and guess their rationale is that since R&D is tax deductible it's all funded by government.

Competition is essential for innovation, because without it there is little incentive to innovate. Thus the Trabby was good enough for East Germans for decades, no need to make it any better.and also Communists can do research and invent technology

I'm not denying it was a good tank, perhaps the best of WWII. But that has little to do with innovations. Quite the opposite, what made the T-34 so effective was its simplicity and low production costs.
eta: it was basically typical of Russian military hardware, take existing innovations and make them more rugged. Brute force rather than finesse.
