How strange to make a distinction between criminal and civil lawsuits. Isn't crime a crime is a crime?

Civil lawsuits are not about crimes.

It doesn't matter whether you approve of the distinction. It exists, has always existed in modern jurisprudence, and affects your claims. If you want to be taken seriously you must deal with the world as it really is, not as you imagine it to be.

I would guess that if someone claims to have payed the rent or something like that, when not having done that is a crime. That would be like taking something from a shop without paying and then claim that the product has been paid.

Yes, but a lot of things are not crimes, but still actionable. For example if one person injures another as a result of negligence, the injured party can sue for damages even though no crime has been committed.

For the purposes of this conversation there are three types of laws. Criminal, civil and administrative. Only The People (note the capital letters) as represented by a district, state's or US attorney can bring a criminal case. Anyone can file a lawsuit and they don't need an attorney (though it helps). Administrative law relates to the application for benefits or imposition of taxes and the State can bring someone before an administrative law judge or a citizen can seek a ruling.

The thing you need to focus on is that only in criminal law can you be found guilty of a crime. Also, I as a private citizen could not charge someone with a crime.

No, failing to pay rent is not a crime. It is unlawful in the US to imprison someone for failure to pay debts. There are whole other areas of law that deal with that.

That's not what I wrote. You need to work on your reading comprehension. This is what I wrote:

Note the claim part. Not if someone can't pay the rent. When someone claims to have paid the rent when in fact not having done so.
