What I suggest is the last photo is (largely) genuine, then the 1st photo was constructed - after which the error in window number and arrangement was spotted. So the 2nd photo was constructed to make a bridging narrative between the two.
That's one theory.
Another theory would be that sometime after the buildings construction, someone decided to do a little remodeling which resulted in a few windows looking different.
But I'm sure you think everything being faked is the more likely explanation.
I'm surprised you haven't noted the obvious connection between the chimneys and the twin towers of the (supposed) World Trade Center.
