Wavelength and the Index of Refraction
...As light moves from air into water, it not only slows, but the wavelength changes. The animation below illustrates how the wavelength becomes shorter in the denser medium of water.

Right back at ya. While the light is passing through the water, its wavelength is shortened. Someone who was stubbornly determined to misunderstand might insist it was blue shifted. If they also made a basic maths error, they might insist it was red shifted. This is of course stupid and wrong, as its frequency remains unaffected.
Of course, as soon as it leaves the water, the light returns to its original wavelength. This is not what we see with intergalactic light. Therefore you are wrong.
