Certainly there are more important factors, but all things being equal, command of the language is usually a good indicator of intelligence.
While this is certainly true in the general sense, in the sphere of politics, questioning someone's intelligence is (sadly) not a very persuasive argument.
Questioning the intelligence of a politician seems to entrench existing political opinion, whether for or against. (At any rate, that is my impression.)
