It wouldn't need to be offensive; I'm sure they could do it tastefully - you know, the right lighting, strategically placed throw-burkas. Stuff like that.
What is Muhammad supposed to look like? We have all seen pictures of blonde Jesus and this seems to be the picture most people associate with Jesus. But how would anyone know if a picture of a general stereotypical muslim man was supposed to be Muhammad, unless he was named in the picture? Is there a description of Muhammad in the Koran that would make it obvious without a title on the picture?

I think the example about Mohammad cartoons shows us an important point, when it comes to freedom of expression: Expect to be offended from time to time.
If we require Muslims to bear the offense of having the prophet on a caricature, we must ourselves be ready to bear being offended, by e.g. a mosque in a location where we would rather not have it.
Quite another matter is that we would probably be wise to avoid offending needlessly.
